According to Global Health (2009), funding is a major policy issue for global health (Global Health, 2009). This applies to all the developing and developed countries alike. However, to address global health issues in the developing world and develop health care policies that are effective and address the health disparities, we first need to understand the factors that had brought about and continue to contribute to the existing health care crisis that many of developing countries are in.
When we think of developing countries we often think of third-world countries in Africa, India, and so forth. It is important to understand that there is another group of countries, such as former USSR countries, that are trying to develop and are in dire need of health care reforms and effective health policies. Eastern European countries have a lot of similarities when it comes to health care because they all shared a centralized health care system that was unsustainable after the collapse of the Soviet Union. Even though these countries inherited a large number of hospitals and a huge army of medical doctors, they have been unable to provide people with an acceptable level of health care services Rozenfeld (2010). Boris A. Rosenfeld provided a very comprehensive analysis of contributing factors of the health care crisis in Russia in an article titled The Crisis of Russian Health Care and Attempts at Reform.
