1) Identify what you believe to be the most important organizational environmental factors that may affect EPA operations and rulemaking as a federal agency. Read the 5 short articles listed in the Learning Materials this week about the EPA during the second Obama Administration and make sure to cite the sources from which you identify specific environmental factors in the following way: In parentheses: (Author’s last name, year of publication, n.p. – “n.p.” stands for “no page” since these are electronic articles). Given the environmental factors that you have identified, how could the heads of the EPA and EPA managers have best produced “public value” for the U.S. public as a whole? What dilemmas might the EPA have faced in deciding how to produce “public value?” How, in your opinion, could these dilemmas have been addressed?

2) Search the internet for some information about organizational environmental factors (elections, interest groups, presidential administration, economy, etc.) that have affected the EPA under the Trump Administration. Can you identify either a shift in public values or a different emphasis on certain public values in the public arena? Make sure to include a link to the source from which you retrieve your information in your post. In your opinion, should the way the head of the EPA and EPA managers produce a “public value” be consistent across the Obama and Trump Administrations or should the production of the EPA’s “public value” be affected by a different constellation of public values in the EPA’s environment from one Presidential Administration to another?

In both 1) and 2), avoid politicization: focus on interests, values, and a specific constellation of organizational environmental factors, as well as the EPA’s mission, that impact how the EPA creates “public value” (or not) in its rules and regulations.

You may want to consult the EPA’s mission statement on the agency’s website and/or discuss whether the “public value triangle” discussed in Workbook 2 (Figure 2.1) may have an impact on your analysis of how the EPA can and should produce “public value.”
