According to the Insurance Institute for Highway Safety (IIHS.org), all 50 states now have some form of a graduated driver’s license system. Many of these systems were put into place in the 1990’s and have showed tremendous success in reducing crashes involving teen drivers, as well as reducing fatal crashes among teen drivers.

  1. Choose two states that have a stricter Graduated Driver’s License program than Minnesota; stricter in that it is either longer in length or tighter in passenger and/or hour of operation restrictions. Describe why these stricter regulations will either positively or negatively (if any) influence public safety on the roadways.
  2. Other than change the age of application what do you think the state of Minnesota could add or remove from its licensing process to continue a downward trend in teen crashes? Why do you think your changes would positively impact the public safety on roadways?
