When representatives from the 13 states met in Philadelphia in 1787 to establish a plan for a stronger United States Government, they had many ideas about how the government should be organized. However, all of the delegates agreed that their government must have four characteristics:

1. Consent of the Governed

2. Limited government powers

3. Separation of Powers

4. Balance of Power between States and Central Government

Look at the Constitution (in the back of your textbook) and discuss where in their new Constitution the delegates guaranteed the New Constitutional Government would have the Consent of the Governed.
