Houston Community College System BIological Outbrake WMD Questions

Describe your answer that you provided in Biological WMD question #4 about the government having the right to restrict public movements during a biological outbreak such as COVID 19. The First Amendment to the US Constitution allows for freedom of assembly so how can the government legally restrict public gatherings such as sporting events.

Additionally, the First Amendment allows for freedom of religion. The Catholic faith requires persons to attend mass every Sunday but the government has placed restrictions on those assemblies as well as outright banned the assembly in a church back in March and April 2020. Is this legal?
