What are the benefits of using policies like Supplemental Environmental Projects or Community Benefits Agreements to address environmental justice issues? What are some of the harms?

Community Benefits Agreements ensure that corporations are in communication with communities about the developments under consideration. This type of approach is beneficial because community members are at least superficially involved in decisions regarding planned developments. CBA’s also provide space for the voices of marginalized communities, which is a right that is often denied them. However, this policy can harm communities, because these agreements can be largely exploitative of their interests. These agreements do not require the communitys full support of the project, thus a development could begin in a community-approved manner, then expand into areas that the community does not desire.
Second example:
A benefit to using policies like Supplemental Environmental Projects (SEP) or Community Benefits Agreements to address environmental justice issues, is that it advances environmental justice, it ensures that violators not only stop their violations but do something to improve the negatively impacted community. Harm to these kinds of policies is the monetary penalties are supposed to deter future violations, but the money does not go to the negatively impacted communities, instead, it goes to the government treasury, it does not address the local affected community needs or address harm already done.
