I think we need to prove the need for a low income based program. Maybe find an average of low income families in the county and average of families on MinnesotaCare or Medicaid. Hope this makes sense, refer to the sample paper.

I also think maybe reinforcing that currently MTM programs offered by Minnesota insurance do not allow the whole family. You have a great first paragraph that we can put this piece in there.
