Overview

By themselves, federal, state, and local law enforcement can fight terrorism using the resources available to them. However, by helping one another, they can improve their effectiveness. Each level of law enforcement has unique resources that can be shared with the other levels.

Chief Edwards liked the headway the department made last week, in relation to enhancing communication and cooperation with state and federal law enforcement. This week, he is interested in capitalizing upon this new cooperation. He wants to establish a mutual aid agreement between his department, the state, and a federal agency. In order to set the parameters for this coalition, he needs to understand the assets that each level can bring to the table. He has tasked you to research this issue.

Instructions

Create an essay that covers the following criteria:

• Summarize two assets each level of law enforcement (federal, state, and local) has when it comes to the sharing of resources or funding related to terrorism. Note that sometimes the assets are the same; just be sure to explain how they are implemented differently at different levels.
• Determine what assets each entity brings to the fight. Note: sometimes they are the same assets; just be sure to explain how they are implemented differently.
• Explain two concerns, each from a different level, that law enforcement may have in relation to this sharing of resources and funding (such as waste, fraud, abuse, loss of control, loss of autonomy, et cetera).
• Describe how the identified concerns from each of the different levels (federal, state, and local) of law enforcement in relation to sharing of resources and funding can be managed.
