I have worked with you before to do the following. It was a great job. I have turned part of it to the instructor as a first draft (See the attachment Ali-mounsvillgas). There are some comments, please look at them . Also, the instructor asked to be more specific. To find something in WEST VIRGINIA from the link below. He said that the proposal mostly rhetoric instead of substance. I have also attached the file that you did.

should be typed double-spaced and are limited to three pages

The proposal must include the following sections:

1.) A statement of the purpose or need which the EA or EIS will fulfill, specify what is the decision to be made;

2.) A list of the alternatives assessed, and your proposal for one new alternative to achieve the project need while minimizing adverse impacts;

3.) An outline of potential environmental impacts to be assessed, with emphasis on those impacts that will drive the decision;

4.) Resources available, and timetable for doing the assessment;

5.) A description of the importance of the project and its impact on the environment;

6.) A statement of your specific interests or qualifications for leading this assessment

Your proposals identify an EA or EIS for local or regional projects, and explain how your team would review that.Examples of suitable projects include assessments of the environmental impacts of:

1.) Solar, Wind, Geothermal, biofuels, coal or gas power plants, or other energy facilities.

2.) Surface or deep mines, gas wells, pipelines, or other facilities requiring a DEP permit.

3.) Road or highway construction projects.

For me I prefer you writing something related to gas power plants
Make sure the project is in West Virginia and state the new alternative proposal clearly (use the link above)
